Head of KZN Department for Community Safety and Liaison

Head Of Department Profile

Ms Glenrose Phumzile Xaba-Makhetha, the Head of KZN Department for Community Safety and Liaison (DCSL) was appointed with effect from 03 January 2024. She previously served as the Acting HOD for Community Safety and Liaison since the 01st of February 2023. Before assuming this responsibility, she worked for the KZN Department of Transport as Chief Director Strategy Management where she was responsible for managing and coordinating departmental strategic planning process, coordinate intergovernmental planning and stakeholder engagements, oversee the provision of organisational development services in the department, oversee monitoring and evaluation of departmental performance against the strategy and annual performance plans, oversee provision of policy and planning services, oversee and manage the transformation and empowerment programmes.

She had also served as the Acting Head of Department for the KZN Department of Transport on several occasions between 2016 and 2018. From the 01st of September 2004- 1st of October 2008, she assumed duties as a Director for Development, performing duties that dealt with Poverty Alleviation programmes (Zibambele Road Maintenance programme, Project manager for pilot projects), Labour Intensive Road construction projects, External or community stakeholder management programmes, Innovation and piloting of new programmes within the organization, Perform all management and administrative activities related to the position and Managing human and Financial Resources of the Directorate. She also served as a Deputy Director for Development. Her employment history includes holding the following positions in the erstwhile Department of Social Welfare and Population Development:

  • Assistant Manager under Social Development unit (2001-2002),
  • Provincial Co-ordinator (2000-2001),
  • Chief Social Worker (1998-2000),
  • Senior Social Work (1997-1998) and
  • Social Work (1995-1997),

She has also served in various committees whilst she was employed by the Department of Transport such as:

She holds a Master’s degree (2011) in Business Leadership from the University of South Africa (UNISA), BA Degree (1993) in Social Work & Diploma in Transportation management from the university of Johannesburg (UJ) . She also attended short courses on Monitoring and Evaluation in the Public Service-University of Stellenbosch (2010), Ethics in the Public Service Office of the Premier (2011), Job Evaluation from KZN Provincial Public Service Training Academy (2018), aerotropolis masterclass from the University of KwaZulu-Natal (2018) strategy management development (2015).

Office of the HOD

PURPOSE: To monitor the effectiveness and efficiency of the police service and promote community police relations

FUNCTIONS:

  1. Facilitate the effective and efficient functioning of the Provincial Secretariat for Police for the Province of KwaZulu-Natal
  2. Manage and monitor the provision of Corporate Management Services
  3. Ensure that efficient internal audit and risk management services are provided in the Department
  4. Manage the provision of security services

Risk And Integrity Management

PURPOSE: To manage the provision of risk management and internal control in the Department of Community Safety & Liaison

FUNCTIONS:

  1. Manage the development, implementation of department risk, internal control policies, strategies and reporting framework.
  2. Manage the facilitation, coordination of audits to ensure the implementation of audit   recommendations thereof
  3. Manage the provision of risk management services across the department
  4. Manage the resources in the office

Security Services

PURPOSE: The Department of Community Safety and Liaison has a Security Services Directorate which aims to provide effective security management for the department.

FUNCTIONS:

  1. Develop, facilitate and monitor the implementation of a Departmental Security and Risk Policies and Procedures
  2. Provide security classification and integrity vetting for the department inclusive of technical advice to the MEC, the HOD and Directors in the regarding the handling of sensitive documents
  3. Liaise and coordinate activities with SSA (State Security agency) and other security agencies and structures.
  4. Manage, audit, monitor and evaluate initiatives to ensure security of the MEC, HOD  and staff
  5. Monitor the adherence to implementation of information technology policies based on MISS.
  6. Administer and monitor the implementation of security measures, including access control.

Inter-Goverment Relation and Special Project

PURPOSE:The Department of Community Safety and Liaison has a Special Projects AND Inter-sectoral Collaboration Directorate which aims to promote corporate governance and provide strategic project support.

FUNCTIONS

The functions of this directorate include:

  1. Facilitating the establishment of the KwaZulu-Natal JCPS cluster to further strengthen intergovernmental cooperation within the criminal justice system at a provincial level.
  2. In line with the constitutional mandate to promote good relations between communities and police, implementing the Gender-based violence (GBV) , balance law enforcement with community engagement by facilitating localized safety priorities and community activism against abuse.
